Prohibits drivers from using wireless communication devices to send or receive written messages unless using hands-free accessories on Mississippi public roads, streets, and highways.

Defines "wireless communication device" as any device using commercial mobile service, including cellular phones and personal digital assistants, and "hands-free accessory" as technology allowing vocal composition or listening without hand use except to activate features.

Exempts law enforcement, emergency vehicle operators, parked vehicles, emergency communications with E911 operators and emergency services, vehicle navigation systems, and vehicle-to-call center communications from the prohibition.

Establishes violation as a misdemeanor punishable by fine up to $75.00, or up to $500.00 if the violation occurs during a motor vehicle accident.

Requires law enforcement to document wireless device violations on accident reports when the violation occurs at the time of the accident.

Takes effect July 1, 2015.
