Prohibits operating a motor vehicle on any public road, street, or highway in Mississippi while using a wireless communication device to send or receive written messages.

Defines "wireless communication device" as any device using commercial mobile service, including cellular telephones and personal digital assistants.

Exempts law enforcement, emergency vehicle drivers, parked vehicles, emergency communications, vehicle navigation systems, and reporting of reckless behavior or physical danger from the prohibition.

Establishes misdemeanor penalties of up to $500 for violations, or up to $1,000 if the violation occurs during a motor vehicle accident.

Takes effect July 1, 2015.
