MS HB1364

Establishes the "Safe Transportation of Railroad Employees by Contract Carriers Act" to regulate contract carriers that transport railroad employees in vehicles designed for eight persons or fewer.

Requires contract carriers to maintain driver qualification files including physical examinations every two years, annual driving record reviews, employment applications, and road test certificates.

Mandates drivers pass alcohol and controlled substance testing before employment and establishes driving hour limits: 12 hours after 8 consecutive hours off-duty, 15 hours combined on-duty and drive time, and 70 hours within any seven-day period.

Requires motor vehicles to meet safety standards including tire tread requirements, fully operational seatbelts, emergency road kits, and weekly maintenance inspections; mandates $5,000,000 minimum insurance coverage per vehicle.

Establishes civil penalties up to $1,000 per violation (each day of violation counts as separate offense) enforced by the Mississippi Highway Safety Patrol; takes effect July 1, 2015.
