Amends Section 93-15-103 of the Mississippi Code to clarify grounds for termination of parental rights when a child cannot be safely returned to natural parents.

Adds language specifying that returning a child to natural parents is grounds for termination if it would be emotionally or physically damaging, could cause great harm to the child, or if parents exhibit behavior putting the child in harmful circumstances.

Preserves existing grounds for termination including parental abandonment, lack of contact, abuse, failure to implement reunification plans, diagnosable parental conditions preventing adequate care, and conviction of specified sex crimes or violent felonies against children.

Requires consideration of legal custody, guardianship, and other permanent alternatives to termination when parental contact remains desirable and feasible.

Takes effect July 1, 2015.
