Removes the exemption for sales of goods, wares, services, or merchandise by sample, catalogue, or brochure for future delivery from transient vendor licensure requirements.

Renumbers remaining exemptions in Section 75-85-3 of the Mississippi Code, shifting subsections (d) through (j) to (c) through (i) after deletion of the sales exemption.

Maintains all other existing exemptions including civic/nonprofit organizations, wholesale trade shows, fairs, church sales, garage sales, handmade crafts, flea markets, and agricultural products.

Clarifies that temporary associations with local dealers or merchants do not exempt transient vendors from licensure requirements.

Effective date: July 1, 2015.
