Removes the requirement that local authorities complete an engineering and traffic investigation before establishing speed limits within their jurisdictions.

Allows boards of supervisors and municipalities to determine and declare reasonable speed limits by ordinance based on conditions they find to exist, without the prior investigation requirement.

Maintains the minimum speed limit floor of 15 miles per hour that local authorities cannot go below.

Requires local authorities to immediately lower maximum speed limits on local highways when the Mississippi Transportation Commission lowers state speed limits in response to federal laws or energy conservation guidelines, not to exceed 55 miles per hour.

Takes effect July 1, 2015.
