Municipalities may adopt ordinances authorizing uniformed law enforcement officers, law enforcement employees, and municipal employees to issue citations for violations of zoning, building/safety codes, housing/rental ordinances, sign ordinances, and property maintenance codes.

Citations may be affixed or posted directly on the property without naming a specific person, and the property owner of record according to county tax rolls is presumed responsible for the violation.

Property owners must appear in municipal court at the time specified in the citation; arrest warrants require an affidavit and cannot be issued solely for failure to appear.

Municipal court is not required to docket these cases or enter final judgment in the court's minute book unless an arrest warrant is issued.

The act takes effect July 1, 2015.
