Deletes the July 1, 2015 repealer date on the Mississippi Sesquicentennial of the American Civil War Commission, effectively making the commission permanent instead of temporary.

The commission comprises 15 members including directors of state agencies, representatives from historical societies and military parks, legislative appointees, and a citizen appointed by the Governor.

Commission duties include planning educational programs, facilitating Civil War commemoration activities, providing assistance to local organizations and nonprofits, and submitting annual reports to the Legislature and Governor.

Directs the Mississippi Department of Archives and History to enhance and expand Civil War markers throughout the state and develop a Civil War Trail.

Takes effect July 1, 2015.
