Extends the repeal date from July 1, 2015 to July 1, 2018 for statutory sections establishing the Mississippi Department of Human Services and defining its structure, powers, and duties.

Extends the repeal date from July 1, 2015 to July 1, 2018 for sections requiring the Department of Human Services to establish employment standards for family protection specialists and family protection workers.

Adds new duties to the Division of Community Services within the Department of Youth Services to implement a Standardized Risk Assessment Tool and develop a graduated sanctions policy for use by supporting community agencies.

Maintains existing provisions regarding the Executive Director of Human Services appointment, qualifications, organizational structure, and oversight committee composition.

Takes effect July 1, 2015.
