Reenacts sections governing the Mississippi Veterans Monument Commission, which consists of seven members including state officials and veterans appointed by the Governor and Lieutenant Governor.

Clarifies that funds in the Shiloh Confederate Memorial Trust Fund may be used for designing, constructing, dedicating, and maintaining a Mississippi Confederate memorial at Shiloh National Military Park, with a state match capped at $250,000.

Authorizes the commission to plan and construct a monument honoring Mississippi recipients of the Congressional Medal of Honor, with funds solicited through a dedicated trust fund.

Extends the repeal date of the Mississippi Veterans Monument Commission from July 1, 2015 to July 1, 2016, allowing the commission to continue operations for one additional year.

Requires the commission to submit annual reports to the Military Affairs Committees of both chambers by November of each year on its activities and progress.
