Extends the repeal date of Section 37-61-8, Mississippi Code of 1972 from July 1, 2015 to July 1, 2018.

Maintains requirement that school districts with ending maintenance fund balances below 7% of total annual maintenance fund revenue must submit cost reduction plans to the State Department of Education.

Plans must be submitted concurrently with budgetary information and must demonstrate actual reductions in budgeted expenditures to achieve cost savings.

Requires school districts to reduce noninstructional personnel or their compensation before cutting instructional staff positions or discretionary instructional employee pay.

State Board of Education may adopt rules prescribing plan contents, required financial data, and other necessary information for plan approval or rejection.
