Creates the Mississippi Country and Western Music Commission to study, market, and promote country and western music, bluegrass, and related genres as a tourism and economic development tool for the state.

Commission shall develop a comprehensive marketing plan, conduct tourism analysis, coordinate with state tourism and cultural agencies, and make recommendations for establishing a permanent state office of country and western music.

Commission composition includes directors from tourism, archives, arts, and educational television agencies; two nonvoting senators and two nonvoting representatives; and six governor-appointed members with expertise in cultural affairs, tourism, or country music promotion.

Removes the sunset provision (July 1, 2015 repeal date) from the original 2011 law, allowing the commission to continue operating indefinitely beyond its initial authorization.

Takes effect July 1, 2015 and directs the commission to submit comprehensive reports to the Governor and Legislature including proposed legislation and state marketing plans.
