Extends the repeal date of Section 47-7-49 from June 30, 2015, to June 30, 2018, allowing the Community Service Revolving Fund to continue operating.

Maintains the $55 monthly fee paid by offenders on probation, parole, or field supervision, with $50 deposited into the Community Service Revolving Fund for restitution centers, drug identification programs, and supervision operations.

Continues allocation of remaining monthly payments: $3 to the Crime Victims' Compensation Fund and $2 to the Training Revolving Fund.

Preserves the 10-year maximum payment period for offenders and hardship waiver provisions allowing courts or the Department of Corrections to grant temporary exemptions not exceeding 90 days.
