Approves expenditure of $8,412,976.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2016 (July 1, 2015 - June 30, 2016) to cover bond maturities, interest, maintenance, and project development costs.

Authorizes 17 permanent full-time positions for the district with a requirement that Personal Services funding for fiscal year 2017 not exceed fiscal year 2016 levels unless new programs or positions are added by the legislature.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries and requires compliance with IRS Publication 15-A regarding contract employee income reporting.

Directs the district to maintain accounting and personnel records in the same format and detail as fiscal year 2015 and submit future budget requests in comparable format to the Joint Legislative Budget Committee.

Establishes requirements for fund management including giving preference to Mississippi Industries for the Blind in purchasing decisions and depositing excess operating funds in banks with interest earnings at least equal to state treasury rates.
