Appropriates $2,524,756.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 34 permanent full-time positions for the agency with no part-time or time-limited positions.

Restricts personal services funding increases in fiscal year 2017 to the fiscal year 2016 appropriated amount unless the legislature adds new programs or positions.

Allows the State Oil and Gas Board to receive and expend up to $200,000 from non-appropriated sources for the Comprehensive Data Management Program in accordance with Department of Finance and Administration rules.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2015 and to submit future budget requests in comparable format and detail.
