Appropriates $167,201.00 from the Mississippi Athletic Commission Fund for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 1 permanent full-time position for the Mississippi Athletic Commission.

Sets the Chairman's annual salary at $40,000.00 for service as recorder of permits and licenses.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2015 and submit future budget requests with comparable detail.

Establishes that Personal Services funding for fiscal year 2017 cannot exceed fiscal year 2016 appropriated levels unless the legislature adds new programs or positions.
