Appropriates $2,364,391.00 from special funds to the State Board of Medical Licensure for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 24 permanent full-time positions for the board with restrictions on salary increases for fiscal year 2017 unless new programs or positions are added.

Allocates up to $350,000.00 of the appropriated funds for the Mississippi Professionals Health Program.

Requires the board to maintain complete accounting and personnel records in the same format as fiscal year 2015 and submit fiscal year 2017 budget requests in comparable format and detail.

Establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires compliance with spending limitations under Mississippi Code Section 27-104-25.
