Appropriates $294,220 from special funds to the Mississippi State Board of Physical Therapy for fiscal year 2016 (July 1, 2015 through June 30, 2016)

Authorizes 3 permanent full-time positions for the board

Requires the agency to maintain personal services funding at fiscal year 2016 levels unless the Legislature adds new programs or positions

Prohibits using general funds to replace withdrawn federal or special funds for authorized salaries

Grants purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service
