Appropriates $124,668.00 to the Mississippi State Board of Psychology for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, and to submit future budget requests in comparable format.

Designates up to $80,268.00 of the appropriated funds for professional board management fees.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Prohibits the Board from incurring obligations or indebtedness exceeding the appropriation and requires compliance with state fiscal controls.
