Authorizes expenditure of $5,994,447.00 from special funds available to the Mississippi Coast Coliseum Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 42 permanent full-time positions for the commission with no part-time or time-limited positions.

Requires the commission to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, and to submit future budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when receiving multiple equal bids or making purchases without competitive bidding.

Requires expenditures to comply with Mississippi Code Section 27-104-25 regarding obligations not exceeding appropriations, with agency officers held personally responsible for violations.
