Appropriates $207,765 from special funds in the State Treasury to the Mississippi State Board of Nursing Home Administrators for fiscal year 2016 (July 1, 2015 through June 30, 2016)

Authorizes 2 permanent full-time positions for the board

Requires the board to deposit all generated revenue into a special fund in the State Treasury, with interest earned remaining in the fund rather than being transferred to the General Fund

Mandates that personal services funding for fiscal year 2017 not exceed fiscal year 2016 appropriated levels unless the Legislature adds new programs or positions

Requires purchasing preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service
