Appropriates $1,038,413.00 to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 5 permanent full-time positions for the board with restrictions on salary increases and personnel actions that would exceed fiscal year 2016 appropriated levels.

Allocates $500,000.00 in grants for ABET-accredited engineering programs and Board-approved surveying programs at Mississippi colleges and universities, with the Board to develop application guidelines and report award details to the Governor and Legislature.

Requires the board to maintain complete accounting and personnel records in the same format as fiscal year 2015 and establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.

Effective July 1, 2015, with all expenditures subject to compliance with state appropriations law and restrictions on replacing federal or special funds with general funds.
