Appropriates $874,103.00 from the State Treasury to the State Board of Cosmetology for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 13 permanent full-time positions for the board with restrictions on salary increases and personnel actions that would exceed fiscal year 2016 appropriations.

Requires the board to adopt policies by October 1, 2015 prohibiting new wigology licenses and allowing existing wig specialist and salon license holders to continue operating under pre-July 1, 2014 requirements.

Limits board meetings to no more than 62 days per year and requires maintenance of accounting and personnel records comparable to fiscal year 2015 standards.

Directs the State Treasurer to invest any surplus funds in short-term bonds, notes, or savings accounts and mandates compliance with spending limits and preference for Mississippi Industries for the Blind in procurement.
