Appropriates $270,843.00 from special funds in the State Treasury to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 3 permanent full-time positions for the board to carry out its functions.

Requires the State Personnel Board to ensure Personal Services expenditures in Fiscal Year 2017 do not exceed Fiscal Year 2016 levels unless new programs or positions are added by the legislature.

Mandates the Board maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2015 and submit budget requests to the Joint Legislative Budget Committee in comparable format.

Establishes that funds must be expended in compliance with state law, prohibits obligations exceeding the appropriation, and gives preference to Mississippi Industries for the Blind in competitive purchasing when bids are equal.
