Appropriates $47,670,238.00 from the Veterans' Home Purchase Board's revolving fund for operating expenses and home loans for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 17 permanent full-time positions for the agency with no part-time or time-limited positions.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2015, and submit fiscal year 2017 budget requests in comparable format.

Directs the State Personnel Board to ensure fiscal year 2017 personal services funding does not exceed fiscal year 2016 appropriated levels unless new programs or positions are added by the legislature.

Establishes preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids, and requires compliance with state debt and obligation limits.
