Appropriates $124,838.00 to the Mississippi Auctioneers Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes one permanent full-time position for the commission with the appropriated funds.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2015, and to submit future budget requests in comparable format.

Mandates that the State Personnel Board prevent any personnel actions that would increase projected annual personal services costs above the fiscal year 2016 appropriation level, except for escalations and benchmark awards.

Establishes that purchases must give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
