Appropriates $113,673.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2016 (July 1, 2015 – June 30, 2016).

Requires the State Board of Optometry to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2015.

Directs the board to give preference to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service.

Requires expenditure of appropriated funds in compliance with Mississippi Code Section 27-104-25, prohibiting obligations or indebtedness exceeding the appropriation amount.

Effective date is July 1, 2015.
