Appropriates $250,000 from the State General Fund for the Office of Capital Post-Conviction Counsel for fiscal year 2014-2015.

Appropriates $1,059,879 from special funds available to the office for fiscal year 2015-2016.

Authorizes 7 permanent full-time positions for the office under the appropriated funds.

Requires the office to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, with comparable budget request formatting for fiscal year 2017.

Takes effect July 1, 2015.
