Appropriates $11,555,484.00 from the State General Fund and $5,471,732.00 from special funds to the Mississippi Library Commission for fiscal year 2016 (July 1, 2015 – June 30, 2016).

Authorizes 48 full-time permanent positions for the commission with restrictions on salary increases and personnel actions without approval from the Department of Finance and Administration.

Designates $493,847.00 from the Education Enhancement Fund and requires no less than $1,000,000.00 to be expended for the Magnolia Database.

Allocates $3,409,056.00 for health insurance costs for full-time library staff members at public libraries throughout Mississippi.

Establishes performance measures and targets for fiscal year 2016 including internet access improvements, interlibrary loan services, MAGNOLIA database usage, and children's summer library program participation, with reporting required in the fiscal year 2017 budget request.
