Appropriates $902.7 million from the State General Fund, $434.6 million from the Medical Care Fund, $4.9 billion from special source funds, and $62.8 million from the Health Care Expendable Fund to the Governor's Office - Division of Medicaid for fiscal year 2016.

Allocates $62.8 million in Health Care Expendable Funds for specific programs including CHIP at 200% poverty level ($2.9 million), eyeglasses for adults ($699,191), Home and Community Waiver Program ($1.97 million), disabled worker buy-in ($754,715), dental fee increase ($904,837), and medical program matching funds ($55.6 million).

Authorizes 1,028 permanent full-time positions, 2 permanent part-time positions, 29 time-limited full-time positions, and 0 time-limited part-time positions for the Division of Medicaid.

Establishes performance targets for administrative services, medical services, CHIP program, and home and community-based waiver programs, including metrics for claims processing, enrollment, emergency room visits, and various disease management programs.

Requires $2.75 million for nonemergency dialysis transportation for elderly and disabled patients, $250,000 for Adult Foster Care program, $2 million in transfers to Department of Rehabilitation Services and Department of Human Services, and funding for Mississippi Delta Medicaid Population Health Demonstration Project.
