Appropriates $39,130.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2015.

Requires the agency's fiscal year 2017 budget request to be submitted to the Joint Legislative Budget Committee using comparable format and detail as the fiscal year 2016 request.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment, and in non-competitive purchases.

Mandates compliance with Mississippi Code Section 27-104-25 prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held personally liable for violations.
