Appropriates $829,349.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Appropriates an additional $2,487,559.00 from special funds in the State Treasury to the credit of the commission for the same fiscal year.

Authorizes 12 permanent full-time positions and 4 time-limited full-time positions for the commission.

Allocates $65,000.00 for a Beaver Control Cost Share program operated on a fund-matching basis with county governments and $50,000.00 for the Scenic River Development Alliance in Southwest Mississippi.

Authorizes the commission to retain and use proceeds from equipment sales for purchasing equipment and to receive, budget, and expend proceeds from bond sales under Mississippi Code Section 69-27-331 et seq.
