Appropriates $26,855.00 from the State General Fund to the Mississippi River Parkway Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Requires the Commission to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, and to submit fiscal year 2017 budget requests in comparable format and detail.

Directs the agency to give preference to Mississippi Industries for the Blind when receiving two or more equal bids for commodities or equipment, and when making purchases without competitive bids.

Requires expenditure of funds in compliance with Mississippi Code Section 27-104-25, prohibiting agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2015.
