Authorizes expenditure of $7,394,184.00 in special funds for the Yellow Creek State Inland Port Authority for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 10 permanent full-time positions for the Authority.

Allocates $50,000.00 specifically for salary increases to fund overtime, callback, or standby pay.

Requires the Authority to maintain complete accounting and personnel records in the same format and detail as fiscal year 2015, with comparable budget request submissions for fiscal year 2017.

Establishes preference for Mississippi Industries for the Blind when bidding on commodity or equipment purchases with equal terms, and when purchases are made without competitive bids.
