Appropriates $200,000 from the State General Fund for Pearl River Basin Development District operations for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes expenditure of $906,091 from special funds received by or available to the district for the same fiscal period.

Authorizes 5 full-time permanent positions and 3 part-time permanent positions for the district.

Requires the district to maintain accounting and personnel records in the same format and detail as fiscal year 2015, with comparable budget request formatting for fiscal year 2017.

Provides the $200,000 as the second of three annual installments to support district operations; funds must be deposited at interest with state depositories at rates not less than 1% below the U.S. Treasury bill discount rate.
