Authorizes $19,409,440 in special funds for the Pearl River Valley Water Supply District for fiscal year 2016 (July 1, 2015 - June 30, 2016)

Approves 119 permanent full-time positions and 2 time-limited full-time positions for the district

Allocates $1,200,000 from the Capital Expense Fund for reconstruction of sea walls, attorneys' fees, and litigation-related damages

Provides $200,000 specifically for salary increases to fund overtime, callback, or standby pay

Requires the district to waive launch fees and give scheduling priority to ESPN Bass Masters Classic, FLW Major Open, and Catch A Dream Foundation Bass Classic events when bid by local government or nonprofit entities
