Appropriates $184,174,394.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 39 permanent full-time positions for the authority.

Allocates $135,000.00 specifically for overtime, callback, and standby pay increases.

Requires the Port Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2015, and to submit future budget requests in comparable detail.

Directs preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service.
