Appropriates $5,883,451.00 from the State Treasury to the State Fire Academy Fund for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 63 permanent full-time positions for the State Fire Academy.

Requires that "Personal Services" appropriations for fiscal year 2017 not exceed fiscal year 2016 levels unless new programs or positions are added by the Legislature.

Mandates the State Fire Academy maintain complete accounting and personnel records in the same format as fiscal year 2015 and submit budget requests in comparable detail.

Takes effect July 1, 2015.
