Appropriates $152,395,151.00 from the State General Fund and $1,400,605,505.00 from special funds to the Department of Human Services for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 2,970 permanent full-time positions and 880 time-limited full-time positions; restricts use of Personal Service Contracts to Early Childhood Care and Development divisions only.

Transfers $1,000,000 to Department of Health for Child Care Licensure Program, $1,000,000 from Medicaid to fund Home Delivered Meals Program, and $250,000 to Juvenile Facility Monitoring Unit at Department of Public Safety.

Establishes performance targets for agency divisions including child support enforcement (45,938 paternities established, $390,000,000 collections), food assistance (295,000 average monthly households), and family/children's services (5,077 children in agency custody, 26,004 abuse investigations).

Requires State Personnel Board to ensure Fiscal Year 2017 personal services funding does not exceed 2016 levels unless new programs are added; authorizes Executive Director discretion for personnel actions to comply with Olivia Y. lawsuit settlement agreements.
