Appropriates $5,884,233.00 from the Public Service Commission Regulation Fund to cover expenses of the Mississippi Public Service Commission for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 66 permanent full-time positions, 6 permanent part-time positions, and 5 time-limited full-time positions for the agency.

Requires the Public Service Commission to report by August 1, 2015 to the House Public Utilities Committee on the amount of time expended on each regulated entity during fiscal year 2015.

Appropriates an additional $200,000.00 from the Public Service Commission fund to administer the Mississippi Telephone Solicitation Act for fiscal year 2016.

Restricts use of appropriated funds to purposes required or necessary for powers and duties authorized by the Mississippi Constitution, state law, federal law, or implementing regulations.
