Appropriates $364,000 from the Capital Expense Fund to the Department of Finance and Administration for a grant to the Mississippi Home Corporation for the period from passage through June 30, 2015.

Appropriates $1,811,386 from the State General Fund to the Department of Finance and Administration for a grant to the Mississippi Home Corporation for fiscal year 2015-2016 (July 1, 2015 through June 30, 2016).

Restricts grant funds to individuals with disabilities or serious mental illness who are being discharged from state psychiatric hospitals, nursing facilities, or intermediate care facilities after stays exceeding 90 days, or who meet specified criteria related to recent hospital visits, incarceration, or homelessness.

Requires any staff hiring funded by these appropriations to be used exclusively for implementing the housing program.

Prohibits use of funds for payments to state legislators, state officials, Mississippi Home Corporation board members, or former board members.
