Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the Elvis Presley Memorial Foundation in Tupelo with expansion, improvements, and additions to the Elvis Presley Birthplace, Museum, Chapel, and related facilities.

Authorizes issuance of up to $655,000 in state general obligation bonds to pay costs for construction of a Vietnam Veterans Memorial Wall and staging of an F-105 plane at the Tupelo Veterans Plaza in Tupelo.

Creates two special funds within the State Treasury: the "2015 Elvis Presley Birthplace, Museum and Chapel Improvements Fund" and the "2015 Tupelo Veterans Plaza Fund" to receive and disburse bond proceeds for the specified projects.

Establishes that both bond authorizations must be issued by July 1, 2019, with bonds maturing within 25 years and bearing interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi for repayment of bonds, with bond proceeds exempt from state taxation and eligible as legal investments for fiduciaries and financial institutions.
