Department of Finance and Administration shall establish a housing repair grant program providing up to $25,000 per household to low-income individuals for significant home repairs.

Applicants must be at least 62 years old or disabled, own at least 50% of their primary residence, and have annual household income not exceeding $12,000 for one person or $16,000 for two or more persons.

Creates the Mississippi Housing Repair Grant Fund in the State Treasury to receive and hold grant program funds, with unexpended amounts retained and investment earnings deposited back to the fund.

Authorizes issuance of up to $50,000,000 in state general obligation bonds to provide initial funding for the grant program, with proceeds transferred to the special fund.

Distributes available grant funds among the four congressional districts based on the proportion of residents in each district whose income falls below the federal poverty level.
