Authorizes issuance of $200,000,000 in state revenue bonds to fund repair, rehabilitation, replacement, construction and reconstruction of deficient bridges on state-maintained highways and to provide funds for the State Aid Road Fund.

Allocates bond proceeds as follows: $18,000,000 for constructing a bridge extending I-20 South Frontage Road over railroad in Vicksburg; $20,000,000 to State Aid Road Fund; remainder for deficient bridges on list compiled by Mississippi Department of Transportation as of July 1, 2015, with preference given to bridges in gaming counties.

Creates a special bond sinking fund to pay debt service on bonds, funded by gaming revenue deposits under Section 75-76-129 and other legislative appropriations, with excess funds transferable to Gaming Counties State Assisted Infrastructure Fund.

Establishes three special funds for local projects: City of Gulfport Aquarium Construction Fund, Vicksburg Interpretive Center/Catfish Row Museum Fund, and E.E. Bass Cultural Arts Center Fund (Greenville), funded through gaming revenue deposits.

Amends Section 75-76-129 to redirect portions of gaming revenue collected through January 1, 2016 and beyond to the new bond sinking fund and special project funds rather than existing sinking fund; reverts to original distribution from January 1, 2018 forward.
