Authorizes issuance of up to $4,000,000 in state general obligation bonds to fund construction of a workforce training facility for an industrial site.

Requires the facility location to have access to multimodal rail transportation, access to new highways, close proximity to major air transportation, and a deficiency in trained workforce.

Directs the Mississippi Development Authority to assess and select the facility location that will best maximize the state's industrial opportunities based on the specified criteria.

Creates the "2015 Workforce Training Facility Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for construction costs, with unexpended amounts and investment earnings applied to debt service.

Bonds may not be issued after July 1, 2019, and shall mature within 25 years with the full faith and credit of Mississippi pledged to repay principal and interest.
