Authorizes the City of Oxford, Mississippi governing authorities (mayor and board of aldermen) to use the dual-phase design-build method for constructing municipal parking facilities.

Defines parking facilities as any city-owned property used as a public parking lot, garage, or structure for motor vehicles.

Requires governing authorities to make a written determination with specific findings demonstrating that dual-phase design-build provides savings in time or cost compared to traditional design-bid-build methods and that the project is suitable for this contracting approach.

Subjects the dual-phase design-build method to the requirements outlined in Section 31-7-13.1 of Mississippi law.

Takes effect upon passage.
