Authorizes the Tishomingo County Board of Supervisors to establish an election process for the Tishomingo County Water District Board of Commissioners instead of appointing them.

Commissioners shall be elected to four-year terms by meter holders in the water district, with the five candidates receiving the highest votes elected at-large.

Initial election scheduled for the second Tuesday in November 2015, with subsequent elections held every four years on the same date; elected commissioners take office the first Tuesday in January following their election.

Changes voting requirement for water district business from unanimous vote to simple majority vote when a quorum is present.

Vacancies filled according to procedures in Section 23-15-839, Mississippi Code of 1972.
