Authorizes the Board of Supervisors of Hinds County to create the Hinds County Utility Authority governed by a board of directors composed of representatives from member political subdivisions serving in that capacity.

Grants the authority power to acquire, construct, operate, and maintain water and wastewater systems within a designated 18-mile corridor in Hinds County and areas within a one-mile radius thereof.

Authorizes the authority to issue revenue bonds and special assessment bonds to finance water and wastewater system improvements, with bonds payable solely from pledged revenues rather than the full faith and credit of the state or political subdivisions.

Allows political subdivisions and private water/wastewater providers to contract with the authority for treatment and distribution services, with the authority prohibited from serving individual residential customers directly.

Exempts the authority from Mississippi Public Service Commission regulation and property taxation, and provides that bonds issued are tax-exempt securities suitable for trustee and fiduciary investments.
