Authorizes the City of Hattiesburg to enter into contracts with any person for planning, design, and construction of wastewater collection, storage, transportation, treatment, and disposal facilities using any commercially reasonable delivery method.

Permits the City to enter into operating agreements for up to 30 years with any person to operate all or portions of the city's wastewater systems.

Requires the City to issue a public request for proposals for contracts or agreements exceeding $50,000, advertised according to Mississippi Code Section 31-7-13(c), with selection based on price, technology, and other relevant factors.

Exempts the City from complying with Mississippi Code Section 31-7-13 et seq. and other applicable public procurement statutes, except as specified in the act.

Defines key terms including "City," "Person," "System," "Wastewater," and "Water" for purposes of the legislation.
