Creates the Mississippi Criminal Justice Commission composed of 8 members including legislative committee chairs, the Corrections Commissioner, a long-term inmate's family member, the Executive Director of Mississippi CURE, and the President of the Mississippi Association for Justice.

Commission shall conduct a comprehensive review of Mississippi's criminal justice system and make recommendations to reduce the incarcerated population within 12 months of its first meeting.

Directs the commission to examine state and local criminal justice costs, practices, and policies; make findings on crime prevention, recidivism reduction, and cost-effectiveness; and conduct public hearings across the state.

Requires the commission to consult with law enforcement, legislators, judges, prosecutors, defense counsel, victims' organizations, formerly incarcerated individuals, and other stakeholders, with summaries of their input included in the final report.

Commission shall submit a final report to the Legislature and Governor with detailed findings and recommendations for statutory changes, vote totals for each recommendation, and shall be abolished upon submission of the report.
